Is this the same ulp that was part of a several-competing-ideas
session at the Atlanta routing area meeting?  We suggested that
followup discussion of pros and cons of the various issues happen
on the routing-discussion list but it looks like it did the usual
move-to-the-back-room instead, and now it's popping out again?
