Either one would be ok with me as long as there is a last call.
(The document internally effectively asks for a last call.)
I note that the document itself says something about BCP being appropriate
for the document, thus if you want info you should get that text updated
before a last call. 
Since we use info for document which explain why other documents move
to historic it would be more consistent to make this document info as well.

One comment on the document (since your note made me read it :-)

    Thus after the 6bone phaseout date June 6, 2006, it is REQUIRED that
    no 6bone 3FFE prefixes, of any size/length, be used on the Internet
    in any form.

The above REQUIRED seems out of place - the IETF can place no such requirements
on use AFAIK. I'd suggest rewriting this to say that the intent is that there
be no use of 3FFE prefix. It might make sense to add a suggestion that the
Internet start filtering such prefixes if that is what we want. 

Given that the assumption is that the 6bone registry operates under the
oversight of the IETF (since the IETF sanctioned the experiment) the earlier
statements about halting allocations are perfectly ok.
