1) The IETF writes protocol standards, not product standards. Except for
the router and host requirements documents of a decade ago, our work mostly
focuses on things that makes the Internet a haven for interoperability.
2) We do not attempt to warrant the use of any of the IETF products for use
within a specific community or for a specific purpose. We explicitly do
not monitor the implementation of these standards nor do we enforce
compliance. There is no IETF "sticker" program for our protocols.
3) Our primary measure of effectiveness is market adoption, not testing.
For the above reasons, the [IAB and IESG collectively] believe your
proposal is not a good match to be chartered as an IETF working group.
