DISCUSS:
  - is it appropriate to have the CISCO proprietary assignments
    I know there was objection to this half a year or so ago.
    It is good to see that it gets removed when published as
    RFC. But then I wonder if there are separate docs for it.
    Last para of sect 2 says that IS-IS WG manages assignments,
    but that assignment would (normally) require publication of
    a separate document.

Question:
  - why is it informational and not PS?
