I have two comments:

First, I propose a rewording for the Abstract:

    This document describes IPv6 address prefix delegation
    requirements for an IPv6 subscriber network (or "site").

Second, please explain "secure transmission" in section 3.5. What security services are needed? Authentication? Integrity? Confidentiality?
