dns ops/apps change action item

verisign's insertion of wildcards in net and com have not clearly
violated the dns protocols per se. but they have radically
surprised applications' assumptions of the behavior of the dns
system as a whole, see
    <http://www.packet-pushers.net/tld-wildcards/>.

the iab's current statament on the subject, <> discusses the dns
protocol per se. what is now needed is a discussion, perhaps an
rfc, describing applications' expectations of the behavior of the
dns system as a whole (one hopes limited to this particular scope),
and how the addition of these wildcards has affected applications.

as the focus of this is an applications issue, ted hardie will take
responsibility for seeing this effort is done. he is likely to get
help from people such as duane wessels, rob austein, etc.
