This is a sign of how the tool evolved over time.  Once upon a time,
being in IESG Evaluation state was the only way to be on a telechat,
but that wasn't flexible enough, so we added the "On Agenda" button,
but people wanted to put documents on "the one after this one" so
we added the date.  Clearly it could use a once-over to see if we
can remove cruft or if the logging is the only problem.
