RE: a proposal to be subitted to teh ITU-T TSAG

Well, originally I thought I just must have missed some history
that lead up to this, but...

I share those concerns and don't think they have been satisfactorily
addressed, either.

I think that this goes beyond creating process for the IESG...

It appears, to me that this may be part of a plan to move some
work (today megaco, tomorrow ??) from the IETF to the ITU (or vice
versa?), and I don't think that we can/should agree to do that
without discussing the idea with the affected parts of the community,
etc.

I am quite unclear on several parts of this proposal. To summarize
very quickly: Who decides what work we do in common? Who decides
who is on the single document committees? How does the IETF community
get visibility/input into these decisions? When a "single document"
is produced, which bodies have veto and/or approval authority -- does
it remain independent (ITU decides for ITU, we decide for IETF), or
do both groups have to approve before the document is published, or
what?.

No. Although you are probably more informed in your concerns
than I am.

How is that best done? Should I respond directly to Scott with my
concerns (even though they are less informed and overlapping version
of yours and Harald's)? Or can I just cheer from the peanut
gallery? :-)
