RE: Message to the Secretariat Ticket System

One problem here is that for a number of WG chair requests, we
require (at least for now) that they copy the ADs and that the
ADs do approve. It would be good of the ticket system could
send a response to the requeting WG chair and cc: the AD so that when
the AD responds with approval, that he/she can also include the
ticket number
