Re: a proposal to be subitted to teh ITU-T TSAG



hey, if people want to play musical suggestions, I want to play too .-)

Rearranged the thing to put the DCDC first, and what it does afterwards, and moved the selection of topics to DCDC - if we can't agree on what to talk about, we might as well not talk about it....

PROPOSAL

1. The adoption of a single set of detailed procedures are premature at
  this point in time. Trial cases shall be used to gain some practical
  experience.

6. IETF and ITU-T management shall create a Document Coordination
  Discussion Committee (DCDC) for the purpose of oversight of the
  coordination of all work undertaken within the scope of this proposal.

  The Committee shall consist of three people selected by the IETF and
  three people selected by the ITU. The IETF liaison to the ITU is one
  of the members; other members can be selected because they have a
  relevant role, or because they can provide valuable technical insight.
  The role of this
  Coordinating Committee would be to discuss coordination procedural
  issues as they come up within the scope of this coordinated activity,
  not to address technical issues.

<<<<note - no way are you going to fit all the chairs of all the relevant WGs into one half of a committe of 6 people!!! So I deleted that. The ITU-T might find themselves in for a nasty surprise when it discovers just how many different SGs want a seat at this table, too....>>>


2. The TSAG Cooperation and Coordination Group, in conjunction with the ITU-T SG chairmen at TSAG, shall identify candidate topics and suggest them to the DCDC. The IETF can also suggest candidate topics to DCDC. DCDC selects the topics that need to bee coordinated.

3. The topic shall be studied by both organizations using a cooperative
  process. The intended outcome of the study is the approval by each
  organization of a standard relevant to the topic.

4. The normal scope of the cooperative process within this proposal is that
  the
  work to produce a specification is done in one of the two organizations
  with cooperation and direct involvement of individuals from the other
  organization. The other organization shall produce and adopt a skeletal
  specification with a normative reference to the main specification
  document.

5. Other cooperative mechanisms that may be trialed under this proposal,
  as an adjunct to the process described above include:

    - referral, where the primary organization with respect to study of a
      topic sends a draft of the study document to the other body with a
      request for the other body to progress a specified part of the
      study,

    - the use of interim meetings of one organization's working group
      in conjunction with a meeting arranged by the other organization

    - the use of liaison representatives to participate in the working
      group study activity of the other organization.


7. Members of the DCDC would report any identified issues to their organizations, for resolution in the appropriate venues.

8. Final approval of any documents remains the purview of the primary
  organization that is hosting the specification development work (IETF
  or ITU).

9. The lifetime of these arrangements is defined as being until the
  completion of publication of documents on topics selected as part of
  item 2. Either organization may terminate these arrangements by
  submitting notice to the other organization. There is no binding
  commitment by either party to extend these arrangements beyond this
  completion time.

It is expected that procedural issues will arise e.g., related to
coordinating and synchronizing the two organizations discussion
procedures, change control expectations, copyright and publication
matters.  The DCDC will address these issues on a regular basis as well as
on an as-needed basis, seeking guidance from their appropriate management
or policy bodies and legal advisors of the two organizations as necessary.
