Hi Harald,

A question after reading this version:

- There are a number of activities going on that the IETF Chair feels
responsible for. Some of them, but far from all, involve the
General area and the procedure updates. Others include a lot of
inter-function relationship management, and keeping track of IETF-wide
topics and issues that cannot be solved within a single area.

In your opinion, does this include cross-area administrative issues such as education, tools deployment, processes, etc., cross-area technical issues, or both?

To the degree these require leadership based in a specific area in the IESG - yes. The argument being that "no other area is responsible for them".

Note: this does not mean that specific tasks (like tracker follow-up) should not be put onto other ADs' shoulders if they have the time and skills needed.
