A better job description might make it clearer what skills
are required, but there also might be something to be said for
tailoring the job based on the skills of the person who is
chosen.

I can think of four areas where this person might need to have
some skills:

- Project management -- to lead EDU & tools efforts, handle
  logisitics, operate projects within budget, interface with
  the secretariat, etc.
- Technical leadership -- to take part in cross-area IESG 
  document reviews, handle cross-area technical issues, etc.
- Administrative management -- establishing budgets, handling
  inter-organizational relationships, contract negotiations, etc.
- Statesman/Presentation skills -- to represent the IETF to/within
  other organizations, governments, etc.

I think it would be good to give the nomcom some idea regarding
which ones of these skills are required and in what balance/priority.
