I'm afraid I still don't get it....

I just reviewed a recent internet-draft announcement, and couldn't find the word "suggestion" in it.

and also, the word "suggestion" does not have the same meaning as "command" - all messages (as far as I know) get heard, but naturally, not all of them are agreed to.

or are you thinking of something else?
IE what rule have you encountered that you think we need to inform
people  about?

What I mean was, that the IETF-ANNOUNCE list is asking in every "ID Action" and other actions to send suggestions to the address above. However, you do not inform that the IETF does not accept ALL suggestions.
