I'm afraid I still don't get it....

I just reviewed a recent internet-draft announcement, and couldn't find the 
word "suggestion" in it.

and also, the word "suggestion" does not have the same meaning as "command" 
- all messages (as far as I know) get heard, but naturally, not all of them 
are agreed to.
