Below is ID that explain use of partial mesh tunnels to achieve forwarding 
behavior of full mesh tunnels. The discussion in the ID is manily targeted 
towards Layer 2 NBVPN.

The ID discuss use of a Minimum Spanning Tree algorithm and a Shortest Path 
Algorithm (Dijkstra) to derive required forwarding tunnels.
