Question on Acceptable Label Set Object class number

Title: Question on Acceptable Label Set Object class number

Can anyone enlighten me as to why the Acceptable Label Set Object specified in draft-ietf-mpls-generalized-rsvp-te-03 has a class number of the form 11bbbbbb as opposed to 10bbbbbb. Specifically, the Acceptable Label Set only has relevance between two GMPLS compliant neighbouring parties, so what value does propagating this information beyond its local significance have, especially given that:

• The generator of the ResvErr or PathErr is under no obligation to reveal its IP address in the ERROR_SPEC object?
• The Acceptable Label Set object does not specify the local interfaces to which the labels apply?
