Bi-directional LSPs [Contention Resolution]

Hi All,
           I have a basic doubt regarding contention resolution. The draft 
explains the example with upstream label and suggested label. Suggested 
label is optional. If a node is not able to allocate the suggested label 
then it may override the suggestged label. The actual contention arises when 
it is the last label. Am I right ?

Another case, the contention will also occur when say request for two 
bi-directional LSPs are initiated in opposite directions and both the 
requests include same upstream label. In addition to this, the label set 
contains one label,  same as upstream label (i.e. sender wants to have same 
label in both the directions).

Please clarify.
