SRLG in generalized ISIS

Folks,

I have a question regarding the  TLV SRLG (138) in
"draft-ietf-isis-gmpls-extensions-05.txt"
Why is this information included in a separated TLV ?
SRLG is a new TE parameter, it is link related, so  shouldn't it be encoded
in a new sub-TLV, inside  TLV 22 ?
