ASON Routing Requirements to WG doc

OK.

What I'm hearing on this is...

- this is work the WG should be doing
- the current draft is a good start, but has a lot of blanks to fill in
- it is essential that the design team consults fully with
   - SPs
   - the appropriate ITU-T SGs
- the authors fully intend to consult.

Given this, I think we're ready to make this a WG draft.

Authors, please republish the existing version as a WG draft, and then fill in those
blanks.
