Is the third party clearinghouse function a business requirement for CDN
operators that do not want to handle billing/settlement or is it the
result of the not trusting a peer/competitor to deliver accurate records.

If it's the former, then a third party CDN settlement function must be
included.  If it's more of the latter, then we need to include a security
mechanism that authenticates records and sequential ordering and
guarantees that they haven't been altered.

I see requirements for both a bi-lateral and multi-lateral Accounting
peering model.
