I made a few more revisions to the accounting requiremenets doc for
CDN-Internetworking.
Changes were as follows :
- changed scope to overview (added some diagrams to ease readability)
- changed chapters around to aid the flow of reading.

Please review (everybody's review appreciated) to see if it reads well
and
achieves the goal.
If u have any showstoppers, this is a good time to let me know (let me
know
well ahead of when
u plan to submit all the documents to IETF).
