New request routing technique

Hello all.

We wanted to discuss the draft
http://www.ietf.org/internet-drafts/draft-singh-uri-localization-00.txt
on this mailing list because of this group identifying known request
routing techniques for CDI and probably interested in new ones. Please
note that our background is not in content distribution but naming
(having been involved with directory service and domain name
registration efforts).
