What James asked for was a description about the plan/policy for stability
of the tables, the same kind of statement we have got from UTC. For
Nameprep to work, it is important to know that the tables will never change
for assigned codepoints in the Unicode Tables. I.e. he asked exactly the
same thing we have asked UTC for the tables we get from them.
