Note: Returning document. No new reviews, please. The draft
originally was torn apart by ops-dir and security reviews and a
team led by Bernard Aboba, completely reworked it for nine months.
It came back to us in late Nov 2003. It got new Discusses.
The WG had become more-or-less dormant, by now, so the revs for these
Discusses did not come until Mar 22. Steve's is the only one
uncleared, and perhaps by this agenda item, he can re-review now.
