Apparently it is, but with the pair of Discusses against the draft,
it should not get approved this time.  Wearing my imss WG chair hat,
I think a revised draft is appropriate because the "does this draft
update RFC 4044?" issue looks like it's going to involve some
careful text crafting that I'd prefer not to see done in haste.
