On all these, please see goals 3.2.2 and 3.2.3 of the goals (ex-requirements)
draft. If we don't meet those goals (carefully defined backwards
compatibility with existing, shipped router and host code) the solution
will be a non-starter. So certain things can be "broken" but only subject
to real-world compatibility constraints with shipping code.
