Currently 400 real TLA's and some ISP's have a max of 500 prefixes.
So that is indeed small. There is to wonder though why some ISP's
don't aggregate their own routes, especially when they have the
same ASPaths. I do get why people announce more specifics though
because of 'multihoming'. I have my own thought about that though.
Btw as can be read on the following URL Marc Binderberger made
a "policy based routing' patch for FreeBSD 4.8:

Allowing multiple upstream prefixes but correct routing of packets.
