This seems good stuff, thanks for updating the charter.

However, I'd like to add some trivial precision to a few milestones:

> MAR 04        Submit I-D on how multihoming is done today
> MAR 04        Submit I-D on practical questions
> MAR 04        Submit I-D on security threats
> APR 04        First draft of architectural evaluation
> AUG 04        Submit I-D on architectural evaluation

"Submit I-D" means submitting the I-D to the IESG, correct?  Please 
also list the categories (all of these are Informational) for these 
documents.

Mar 04 for 3 documents also seems like a bit optimistic and ambituous 
goal.

Also a nit:
> Produce a document describing the security threats to be countered
> by multihoming solutions.

s/countered/addressed/ ?
