Bill, from a protocol standards point of view it is clear why being
interested in what is on they wire is important. What I do not see is
why from an operator perspective that is so important. What is/are the
characteristics you seek? For example, I can see want to prevent
disclosure, that is providing some privacy mechanisms. That is the what
not the how. What are the others?
