packet selection draft

 Hi all,

as you have seen we submitted a new version of the packet selection 
draft. The following changes were made:

- Inclusion of 2 mandatory hash functions (as a result of an 
investigation on various hash functions performed by Maurzio and Nick)
- Inclusion of extended table for carification of the categorization of 
schemes
- Some text on why configuration of non-uniform probabilistic and flow 
state sampling is not detatiled in this document.
- Operating time removed from the info model
- Small terminology changes (consistent with FW draft)
- Some re-wording, minor changes, etc.
