This is a great discussion.

HOWEVER, I would point out that it is really a discussion that needs to
occur elsewhere (perhaps in NSIS?), since it relates to the AAA
requirements for QoS.  Neither AAA WG nor RADEXT BOF is the place for that
kind of requirements discussion -- it needs to occur in a forum where the
subject matter experts reside.

Here on the RADEXT BOF mailing list, what we are trying to do is nail down
a potential charter.
