I think that this document is as good as it's going to get, given that the
RADEXT WG has only recently come to a tentative consensus on the format of
an extended RADIUS attribute that would support complex (i.e. multi-part)
attributes via the use of sub-attributes.  That document is not yet
available as a RADEXT WG work item draft (coming soon?).  I think that the
GEOPRIV draft could have been a much cleaner design if it has used
sub-attributes, from the forthcoming RADIUS Extended Attributes draft, but
the timing of this wasn't auspicious.
