[RRG] Updated IRTF-RRG draft

Last week both the "Routing Requirements Draft" and 'Analysis of IDR Requirements and History' were updated (specifics below). These drafts have been in the pipeline for a while and this last update took a while to complete. Hopefully with these updates, the documents are essentially complete and ready to go.

What Elwyn and I would like to do, is try to get these drafts through the new IRTF review process so that they can be published as Informational RFCs with the IRTF brand. The IRTF process is defined in
draft-irtf-rfc-00.txt (expired) which can be found at:
  http://www.watersprings.org/pub/id/draft-irtf-rfcs-00.txt

Note: These drafts need to go through together as they are complementary and refer to each other.

To that end I am asking the RRG to actively review these documents. The review period will last 1 month ending on 9 October. At that point if there is a rough consensus in this group to take these drafts through to the IRSG for publication review then we will do so. Since I am invovled as co-editor of both documents, I will look for someone else to shepherd them through the process with publication. Assuming that the process of appointing a co-chair is successful, I will ask that person to take this task and to determine whether there is rough consensus. If for some reason this does not work out, I will consult with the IRTF chair and the IRSG to come up with a satisfactory person for the shepherds job.

   sub-groups with the IRTF Routing Research Group.  They represent two
   individual and separate views of the problem and of what is required
   to fix the problem.  While speaking of requirements, the document is
   actually a recommendation to anyone who would create a routing
   architecture for the Internet in the coming years.
