-> novelty against ? the existing global Internet, the existing
scientific literature, the existing rrg proposals, etc. ?

-> is the review itself also going to be made public/sent on the list ?
"If any member of the committee feels that the presentation is
worthwhile, it will be placed on the agenda, time permitting."
-> meaning that one member agreement is sufficient (i guess so because
you are referring to singular afterwards)
note: if a proposal comes that tries to improve an existing proposal are
these also considered as "new" proposals ?

any member of the committee feels that the presentation is worthwhile,
it will be placed on the agenda, time permitting. The identity of the
endorsing member will be made public.
