I just took a look at the spec for the first time. I agree
with the inclusion of Section 3.3.3 but I'm ambivalent on
the inclusion of the paragraph beginning: "When using subnet
prefix length...".

Reason being is that the ISATAP interface identifier format
only applies for addresses assigned on ISATAP interfaces,
so the fact that an address assigned on some other type of
interface resembles an ISATAP address may be irrelevant.

I'd like to hear other opinions on this, however.
