It is true that routers perform 1) IP forwarding and
2) next-hop determination through participation in a
routing protocol. For 2), when there can be multiple
IP hops in the path to finding a route out of the site,
a traditional routing protocol (either proactive or
reactive) is necessary. But when there can only be a
single IP hop, ND mechanisms are sufficient.
