The IPv6 MTU isn't fixed, it just has a 1280 byte minimum. Nearly all IPv6 hosts use larger packets and perform path MTU discovery, resulting in even worse black holes than with IPv6 if the ICMP messages are filtered because in IPv6 you can't clear the DF bit because there isn't one.
