either works, mostly a question of which happens to be installed, is
easier to keep up to date on a particular platform, etc.

have confirmed that gnutls-cli does at least notice if given the wrong
trust anchor.  am not as familiar with its internals as with openssl.

no reason i can see.  license religion, but emacs itself already has
license religion roughly compatible with gnutls, so depending on
gnutls would not change the license issues.

getting rid of the current false security would be good.
