If tried it with

(setq elmo-maildir-folder-path "~/mail/")
(setq wl-biff-check-folder-list '("./media/sdb3/test"))

and 

./media/sdb3/test

in .folders and here it works.

So, you might check:

 - is /mnt/usb/root/pop/linux a maildir folder?

   i.e. with subdirectories new, tmp and cur

 - are messages delivered to /mnt/usb/root/pop/linux/new

 - what are the persmissions of the directory and the messages?

   i.e. ls -l /mnt/usb/root/pop/linux/*

 - what is the file system of /mnt/usb/root?
