This actually misrepresents the situation somewhat. This document defines the
APEX presence service and in so doing needs to refer to the base presence
definition being produced by the IMPP working group, currently
draft-ietf-impp-cpim-pidf-07.txt. Additional references to other IMPP presence
specifications may also be necessary; in particular it may be appropriate to
have a normative reference to draft-ietf-impp-cpim-03.txt as well.

So, in effect this document is waiting on the addition of at least one
normative reference to a document that is itself currently an unapproved 
Internet
Draft. This probably should be reflected in the status of the document in
the RFC Editor queue.
