I'd call it more a communications issue.  I'm not sure I want to add 
another formal procedure.  The RFC editor should have notified the IAB 
and IESG of what it was doing; after that, we could have figured out 
what to do.  As Harald noted, sometimes we want to suspend processing, 
and sometimes we don't.
