A DNP was submitted to the RFC Editor per the RFC Editor's request. It is
my understanding that these comments will go out soon and the document
should be removed from the queue at that time.

The RFC Editor has been informed through both formal and informal channels
that this docment was withdrawn by the author. I don't know why it continues
to appear.
