I like this general idea - it seems like it deals with most of needed
process 

I suggested basically this when I was at the ITU two weeks ago, people
seemd to like it as long as there was a way to instill in the ADs/WG chairs
a need to do something - start a dicussion on the WG list, just 
point it out if its just for info, send a timely response
if its a simple question etc

so there might need to have a tickle flag in the ticket system
