Our processes are really broken here. This is not the only situation where
our rules are causing us to publish document in a state that is
awkward. In my view, cryptographic algorithms are another. I think we
need to come up with some rational conditions under which a normative
reference to an Informational RFC is acceptable.

What a tangled web we weave. My immediate reaction too, though I hate
the idea that our processes have led to the need to make all
definitions BCPs...
