Query about Handle System documents

Sam,

The RFC Editor has just awakened to the fact that we are deeply
confused about the introductory document on the Handle System.
There appear to be TWO documents, which are roughly (but not
exactly) identical.

draft-irtf-idrm-handle-system-03.txt

	In Nov 2001 the chairs of the IDMR RG requested that this
	document be resubmitted as an independent submission.
	The RFC Editor submitted it to the IESG for their OK
	in Dec 2001.  In Jan 2003 (!), it popped out of the IESG with
	their OK, and we were preparing to publish it.

draft-sun-handle-system-10.txt

	You submitted (the 09 version of) this I-D in July 2002.   The
	RFC Editor submitted it in Nov 2002 to the IESG for their OK,
	and we are hoping/expecting to receive it soon.  However, it
	appears that this is an updated version of the IRTF document.

It appears to us these represent two generations of the same document,
and that the first document was superceded by the second document
listed above.  Please verify (or explain.)
