Don't remember.  Most of what's discussed in this draft is out of
scope for the IPSECKEY WG.

If Michael and Hugh are willing to wait and revise this draft (mostly
section 5, a few other bits here and there) after IPSECKEY is done,
that'd be the easiest solution.  At the moment IPSECKEY is waiting for
Michael to spin a new (final?) version of the IPSECKEY draft.
