It comes from the postings where

So can we change the online ballots to not say:
  ^L
  To: IETF-Announce:;
  Dcc: *******
But instead say:
  ^L
  ---- following is a DRAFT of message to be sent AFTER approval ---
  To: IETF-Announce:;
  Dcc: *******

So that whoever looks at them can clearly see it is a draft message?
