Barbara,

I find a drawback of the Alternate Agenda format is its lack of the
web note that can be used to convey quick information about the
document, before the IESG member starts reading.  This note can, for
instance, convey a circumstance about a returning document where there
isn't a ballot to do so, e.g. draft-ietf-nsis-qos-requirements-01.txt
in the standard Agenda and Package.  At least I think it's useful.
Don't know if anyone else does <g>...
