Yes, this was something like what I suspected, just didn't want to
take the chance that any of this was still relevant - a pre-emptive
strike...

The doc has been "lost" for much longer than that - in fact, one might
perhaps guess that its state (and that of others) may have contributed to
that AD change.

For what it is worth, I did attempt to get the WG chair to do this the
right way, but it appears as if he's gone missing (or at least, didn't
respond to my mail, nor a repeated attempt a month later, and didn't
cause anything to happen).

It would be nice to get this doc out of the way so the WG (which has been
effectively dead for all practical purposes for years) can finally be
put to rest.   ftpext could easily hold the record as the longest WG
in zombie state in IETF history.
