The items listed are correct:
- register a new RTCP packet type
- create a new registry for RTCP XR Block Types and populate the registry
according to this document
- register a new SDP parameter

One item is missing from the list, but is specified in the Internet-Draft:
- create a new registry for RTCP XR SDP Parameters and populate the registry
according to this document

While verifying this, I came across three typos relating to the IANA
Considerations section.  In Sections 2, 3, and 4 of the Internet Draft, the
IANA Considerations section is referred to as Section 5, whereas it should
be referred to as Section 6.  These typos will need to be corrected.  I have
verified all other internal references in the document to make sure there
are no other such errors.
