Proposal: Letting IANA make comments in the I-D tracker

Hi,

when talking to Michelle:
Her usual problem is making comments on the document at Last Call, figuring 
out what to do, and then trying to recover that 3 months later when the 
document actually gets to her.

Suggestion: Give Michelle an ID-tracker account, and tell her to do nothing 
but add comments.
It would seem to solve the problem at relatively minimal cost, and would 
have the added benefit of making IANA concerns with the documents 
permanently recorded and (optionally) public.

Any thoughts? If not, I'll just tell Mike to "do it".
